Coverts in Agriculture Department

The implementation of the state government’s ambitious farmer welfare schemes like loan waivers and Rythu Bharosa (farmer support) is facing severe criticism. Despite spending thousands of crores of rupees, the government is encountering protests and dissatisfaction from farmers. Allegations are now surfacing, pointing towards the involvement of one or two officials within the agriculture department who are accused of deliberately undermining the schemes. Questions are being raised whether the mistakes occurring from the policy design to implementation are accidental or if some individuals are intentionally causing them to tarnish the government’s image.

Incompetence or Conspiracy?
While the previous government managed to mitigate farmer anger through the Rythu Bandhu scheme despite a phased loan waiver, the current government is not seeing the desired results despite allocating significant funds. Farmers are expressing strong dissatisfaction due to a lack of proper guidelines and significant delays in distribution. Allegations suggest that one or two officials are intentionally plotting these failures, acting as coverts within key government positions and working in favor of leaders from the previous administration. Some Congress leaders suspect that the severe failures in implementing schemes like Rythu Bharosa and loan waivers are not mere incompetence but a planned sabotage. They warn that if Chief Minister Revanth Reddy does not take strict action against these conspirators, the farmers’ anger will only intensify.

Coverts Allegedly Cheating Farmers
The state government claims to have spent ₹54,000 crore for farmer welfare, including a ₹21,000 crore loan waiver benefiting 2.5 million farmers and ₹12,000 per acre under the Rythu Bharosa scheme. However, farmers are deeply disappointed due to the improper implementation of these schemes. Some farmers who took loans below ₹2 lakh have not received the loan waiver. Farmers are suffering due to issues like the absence of ration cards and errors in Aadhaar and bank account details. There are criticisms that the coverts are creating guidelines filled with obstacles, deliberately causing dissatisfaction among farmers.

Conspiracy Behind Lack of Strategic Action
With the existing financial resources, it is the responsibility of the administration to ensure that everyone benefits. This requires strategic action; otherwise, failure is inevitable. It is alleged that the covert officials in the agriculture department acted without strategy. The previous government strategically masked the shortcomings in the loan waiver by successfully implementing the Rythu Bandhu scheme. Despite a phased loan waiver over five years, the strategy of providing continuous assistance to farmers through Rythu Bandhu helped reduce opposition. However, in the current government, these coverts, by not acting strategically and lacking proper planning, have fueled dissatisfaction among farmers towards the government.

Coverts Still Influenced by Previous Government
It is alleged that some influential figures entrenched in the agriculture department are still under the influence of the previous government. They are now acting as coverts, plotting to defame the current government. Criticisms suggest that they are intentionally delaying the implementation of schemes and misleading the government by providing incorrect advice. There are reports that they are conspiring to undermine the government’s efforts for farmer welfare and incite public opposition. Analysts are commenting that “some officials who held key positions in the previous government have deceived the current government and are scheming to fail the schemes. This is a political conspiracy to damage the Congress.”
